WebThe Gramm-Leach-Bliley Act is named for the lawmakers who sponsored it: Sen. Phil Gramm (R-Texas), Rep. Jim Leach (R-Iowa) and Rep. Thomas Bliley (R-Va.). The U.S. Senate passed GLBA by a 54-44 margin in May 1999. The U.S. House of Representatives approved a version of the act in July 1999 with a 343-86 vote.
