There are several mods that do so (Settlements Expanded, Higher Settlement Budget, or Unlimited Settlement Objects) but then I also read you can up the limit just by using console (setav) commands, so are the mods even worth it? It was used widely for a while, even by Youtuber's like Robbaz. - This mod is old. It's outdated. There's better ways to do this now.
